CEF (SOC) Ltd is involved in the search for appropriate energy solutions to meet the energy needs of South Africa, the Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy.

MAJOR RESPONSIBILITIES:

In line with the values and strategies of the organisation and the principles of best practice the Incumbent shall be expected to:

  • Create an organisational culture that will attract, develop, engage and retain talented employees, where people can realise their full potential;
  • Direct the Human Resources Activities for CEF (SOC)
  • Ensure alignment of HR priorities within the CEF Group of Companies to support business priorities and Strategic Goals
  • Develop, Implement and institutionalise an integrated governance and Talent Management framework in order to build the CEF human capital for the future
  • Develop key leadership Pipelines for the CEF Group and a Talent strategy to help ensure future leadership bench strength and succession for the CEF Group
  • Ensure Performance Management practices that drive and embed a high performance culture and accountability  in the CEF Group
  • Ensure effective Employee and Labour relations within CEF
  • Ensure the development, implementation and review of the organisation’s strategic communication framework, media policies and branding and ensure engagement goals are met.
  • Lead and manage the property management function to ensure effective management of assets and facilities owned by the organisation.
  • Serve as a trusted adviser and business partner to key stakeholders within the CEF Group concerning HR, Communications and facilities management matters with CEF(SOC)

QUALIFICATIONS:
The successful candidate should have practical skills, experience and demonstrated track record in managing and understanding this portfolio.  Specifically, the candidate must have:-

  • As a minimum, a relevant Bachelor’s degree augmented by a post graduate qualification in business/management.
  • At least 5-8 years experience as a members of a senior executive team as an HR leader preferably within a large or complex organisation.
  • Demonstrated Organisational Leadership at strategic and Operational Levels and  Navigation within a complex Organisation;
  • Ability to articulate the big picture, combined with a self directed commitment to advancing and achieving agreed outcomes
  • Significant exposure to the following HR disciplines: HR Strategic Planning and workforce Planning; Talent Management; Total rewards; Organisational Development and Change Management; Employee Relations; Leadership Development and Training
  • Understanding of the CEF Business and its strategic people- related risks.
  • Critically, the incumbent should have the following skills: Analytical Ability, Innovation; Creativity; Teamwork; Communication; Influencing and Leadership.

POSITION : SENIOR MANAGER: GREEN TRANSPORT PROGRAMME


DURING: One Year Contract


DIVISION:
SANEDI

LOCATION: SANDTON

Responsibilities:

  • Strategic / Operational planning and development of the programme
  • Establish linkages with local and international bodies with a view towards collaborative project development.
  • Establish, maintain and oversee relevant research projects within the programme.
  • Management of information received or released by the programme area.
  • Liaise with internal and external stakeholders, including government, academia and local as well as international stakeholders involved in the focal areas of the programme.
  • Presentations to local and international audiences.
  • Budget planning and associated financial control.
  • Ensure that the strategic objectives of government that relate to energy security of supply are adhered to, co-ordinated and accurately reported.
  • Management of staff and /or contractors employed by the Programme.
  • Facilitate and maintain a National Green Transportation Collaboration Forum
  • Raising of sponsorships , donor funding and collaboration equity from relevant stakeholders and financial institutions.

Personal Attributes:

  • Ability to interact at all levels with industry, academia, government, end-use customers and research institutes.
  • Skills to deal with the media on a regular basis, pertaining to general energy matters.
  • Must be goal-driven and a ‘team player’.
  • Able to work under pressure and still be accurate and systematic.

Competencies:

  • Thorough knowledge and understanding of various energy sources, their transformation and their applications.
  • Understanding of government strategic objectives with respect to green transport technologies.
  • Experience in the energy research environment,, with preference given to applicants who have been engaged in projects /activities related to green transport technologies.
  • Knowledge and understanding of Energy and Climate Change debates in relation to business, government and civil society.
  • Skills in facilitation, relationship management and project management.
  • Ability to represent or support the organisation in participating in relevant conferences and dialogues.
  • Personnel and Financial Management experience, preferably a minimum of five years in a Middle to Senior Management role.
  • Strong negotiation skills.
  • Excellent written and oral communication and presentation skills.
  • Good marketing, communication and public relations skills.
  • Working knowledge or previous exposure to PFMA.
  • High level administrative, management and supervisory skills.
  • Must be computer literate and familiar with the range of ‘MS-Office’ software packages.

Academic Requirements:

  • Appropriate Masters qualification  and/ or Energy-related qualification, plus
  • At least fifteen years work-related experience, of which at least 5 years must have been at a senior management level in the energy industry.

Preference will be given to candidate(s) whose appointment/promotion/transfer improves representativity at SANEDI.
